Development Plan Preparation

We produce new development plans for municipalities, and review and amend existing plans.

Our in-house expertise includes land use planning, municipal engineering, and transportation planning and engineering. We often work with specialized subconsultants in such areas as environmental assessment, archaeological/historical resources, agricultural resources, land reclamation, and municipal fiscal analysis.

We have extensive experience in the presentation of draft plans to the public, in soliciting public input, and in responding to public comment.

The plans we produce are practical, balanced documents that recognize the realities and complexities of land use and development, and the need to reconcile diverse interests in the community.

Land Use/Zoning Bylaws

We prepare, review, and amend land use/zoning bylaws on behalf of both rural and urban municipalities. We have the resources and expertise to survey and classify existing land uses; and to work with digital land use maps.

Our experience with private and public sector clients help us to balance effective control of development with the need to accommodate innovation.

Lake Management Planning

Planning adjacent to lakes presents unique environmental and social challenges. Defining the capacity of a lake to support development is essential if its value as a recreational resource, and as part of the natural environment, is to be sustained.

Preparation of a lake management plan often involves more than one municipality, provincial government agencies, specialized subconsultants, and scores of interested parties ranging from individual landowners to special interest groups. We provide the co-ordination required to make the process work.

Planning Advisory Services

This service is provided for smaller urban and rural municipalities who prefer not to maintain their own in-house planning departments, or for larger ones who require additional expertise for specific projects.

Our services include specific planning projects, day-to-day advice on planning issues, processing of development permit and subdivision applications, preparation of development agreements on behalf of the municipality, and representing the municipality before appeal boards.

Engineering

Feasibility Studies

Our engineering services include water and sewage treatment systems and facilities, storm water management, and the wide range of infrastructure that municipalities build and maintain, including streets, parking, and the development of individual lots or buildings.

Our feasibility studies extend beyond the technical aspects of these projects, and can include assistance in researching and identifying funding sources, and the investigation of potential public/private sector joint ventures.

Facilities Planning

We provide detailed planning for municipal infrastructure. Our facilities plans provide the municipality with project size, capacity, location, life expectancy, design standards and costs. These plans can then be used to determine the scope and financial impact of the project, and provide the level of detail required for public approval processes.

Infrastructure Design

We prepare detailed drawings and specifications required for the tendering and construction phases.

Our design services include obtaining the necessary approvals for the project, and managing the tendering process. We prepare tender specifications, make recommendations regarding the tenders received, and prepare contract documents.

Construction

Our involvement continues through the construction phase, providing the municipality with the assurance that the work is completed as designed.

We provide:

• Survey layout;
• Inspection services;
• Co-ordination of contractors, utilities and others;
• Material testing co-ordination;
• Administration of contracts.

We provide certification of the work performed as the project progresses, and on completion provide "as-built" drawings incorporating all revisions.
