In 1996, David graduated from Saint Mary's University (Nova Scotia) with his Bachelor of Science in Geography and Geology. Presently, David is working towards the Certificate of Applied Land Use Planning through the Faculty of Extension at the University of Alberta.

David joined Scheffer Andrew Ltd. in 1999. David provides much of the background research, analysis, and statistical work on development plans and amendments. David has participated in a land use (zoning) bylaw review, researching and preparing policies on specific topics including Home Based Business and Secondary Suites. David has been involved in two transportation/utility corridor planning studies in Edmonton and Calgary, and two lake management plans.

David prepares and submits subdivision and re-zoning (re-districting) applications, and oversees their progression through the municipal review and approval process.

Scheffer Andrew Ltd. processes subdivision applications for various municipalities in Alberta. David has taken on the responsibilities associated with this role.
