Marinus obtained his Bachelor of Science in Civil Engineering (with Distinction) from the University of Alberta in 1968, and his Master of Science in Civil Engineering (Transportation), from the University of California, Berkeley, 1972.

In 1968, he began his professional career with Stanley Associates Engineering Ltd., and by 1976 had become the Senior Transportation Engineer for the Calgary office. In 1976 Marinus started his own private engineering consulting firm, Scheffer Consultants Ltd., which focused primarily on transportation and land development projects. The firm merged with J.R. Andrew Associates in 1999 to form Scheffer Andrew Ltd.

Marinus' primary fields of practice are transportation and land development engineering. He has had extensive experience in the planning, design and construction of roadways, highways, freeways and interchanges throughout western Canada, traffic planning and impact studies for three levels of government and numerous private developers, and in engineering for residential, commercial and industrial subdivisions throughout Alberta.

On numerous occasions, he has provided presentations and expert evidence to hearings, boards and courts in Alberta and British Columbia.

Marinus is a member of several professional associations, including: Association of Professional Engineers, Geologists and Geophysicists of Alberta; Association of Professional Engineers of British Columbia; Institute of Transportation Engineers; the Roads and Transportation Association of Canada, and the Urban Development Institute.
