John has a Masters Degree in Environmental Studies (Urban and Regional Planning) obtained from York University in Toronto in 1977.

He has spent his entire professional career in Alberta, having worked for the City of Edmonton, the Yellowhead Regional Planning Commission, the provincial government, and for three private consulting firms. In 1995, John started an independent planning consulting practice which he combined with Scheffer Consultants in 1999 to form Scheffer Andrew Ltd.

John has extensive experience in the preparation and amendment of development plans, municipal plans, zoning/land use bylaws, and subdivisions. John has also been involved in a several transportation/utility corridor planning projects. Recently, John and his staff completed the Gull Lake Management Plan review, in which he co-ordinated the efforts of a team of five subconsultants to produce a plan that was accepted by the four client municipalities. He is currently providing consulting assistance on a similar project for Sturgeon Lake near Valleyview Alberta.

John has provided expert testimony to various appeal boards in Alberta, and has conducted many public consultation programs for major projects.

John taught in the program for planning technicians at the Northern Alberta Institute of Technology and currently teaches a course on "Planning & Zoning" for the Edmonton Real Estate Board.
